Standards are produced by many organizations, some for internal usage only, others for use by a groups of people, groups of companies, or a subsection of an industry.
There are many national and regional standards organisations, but the three international organizations having the highest international recognition are the International Organization for Standardization (ISO), the International Electrotechnical Commission (IEC), and the International Telecommunication Union (ITU).
Many of these standards are naturally evolved from those designed in-house within an industry, or by a particular country, whilst others have been built from scratch by groups of experts who sit on various Technical Committees.

 English Standard Version
This is an evangelical revision of the Revised Standard Version that corrects the non-Christian interpretations of the RSV in the Old Testament and improves the accuracy throughout with more literal renderings.
The makers of this version undertook the work with the idea that there was a need for an evangelical version that was more literal than the New International Version but more idiomatic than the New American Standard Bible.
Clearly the ESV was projected as a version that would deliberately adhere to these guidelines, and this is confirmed in the Preface to the version, which gives three paragraphs in defense of generic masculine terms.

I would consider "their eyes were heavy" to be a collocational clash in English.
I don't think the English versions which translate like this have used a wording which accurately communicates to English speakers the meaning of the original Greek.
I've checked most of the other English versions, and these two seem to be the most understandable.
