The Consultative Group on International Agricultural Research (CGIAR), once the harbinger of green revolution that swept through parts of Asia and Latin America in the early 1970s and 1980s, is in an advanced stage of decay.
In a desperate effort to survive against all odds, the 16 international agricultural research centers that operate under the aegis of CGIAR, have therefore donned a new role - to serve as an agricultural research outsource for the multinational corporations.
Agricultural scientists are not supposed to undertake a mid-term correction, and therefore are not held accountable for the serious and severe lapses and damages that the technologies bring to the environment and to human and animal health.

Research activities of IARCs are organized in the light of recognition of the fact that the success of research depends on sharply focused objectives, organizational structures, resource allocation to achieve the goals and monitoring of progress through internal and external peer reviews.
As the researchers select problems germane both to developing countries' needs and to the IARC'S mandate, the perception of the developing countries and their participation in the programme, from planning to evaluation, adaptation and transfer of technology, is crucial for success.

 New Crops and the International Agricultural Research Centers
These attributes generated considerable support for research on the crop, as protein was of considered the most significant nutritional deficiency by the wider research and development communities.
Some, such as pigeonpea and pearl millet, mandate crops of the International Crops Research Institute for the Semi-Arid Tropics, may be considered new crops in the United States (as witnessed by papers in both the current and previous symposia).

The priorities of these three research consortia are all incorporated into the National Research Development and Extension Program of the Philippine government as presented to IRRI by PhilRice for discussion during the tripartite meeting.

It sponsors 16 international research centers distributed throughout the world (13 in developing countries) which cover a wide array of basic food commodities and natural resource issues.
These research programs are open to nearly all relevant technical topics and have produced advances in saline and arid lands agriculture, enhanced understanding of emerging diseases and other threats to human health, improved water management technology, advances in biological pest management, and improved systems for natural resources and wildlife management.

Some 300 Mexican environmentalists and farm activists opposed to biotech crops demonstrated Thursday outside a Mexico City hotel to protest a meeting there of agricultural researchers from around the world.
The demonstrators tossed tortillas and ears of corn painted with fluorescent colors and skulls at a line of riot police guarding the hotel, and demanded the government halt the importation of genetically modified corn, which they claim has contaminated local varieties of the crop.
Protesters briefly scuffled with police in an attempt to enter the meeting, attended by Mexican agriculture officials and about 1,000 scientists from the Consultative Group on International Agricultural Research, or CGIAR.
