The original idea, due to Rick Gates, was for volunteers to cooperatively write a new encyclopedia, put it in the public domain, and make it available on the Internet.
Participants on the mailing-list have expanded the concept by noting that the bibliography entries and references provided with Interpedia articles could include hypertext links to other resources available on the Internet.
Unlike any printed encyclopedia, the Interpedia could be kept completely up-to-date.

The Interpedia was the name given to the first proposals for an Internet encyclopedia which would allow anyone to contribute by writing articles and submitting them to the central catalog of all Interpedia pages.
Interpedia's work is based on the UN Declaration and Convention on Children's Rights and the Hague Convention on protection of children and co-operation in respect of intercountry adoption, and the ethical rules of EurAdopt and the Nordic Adoption Committee.
Interpedia was authorized by the Finnish government to act as a duly licensed agency in intercountry adoptions the same year.

In the midst of getting CSD going we found we'd stopped finding time to read newsgroups or surf the net, it was odd being assumed to be in touch with everything going on whereas folks not working in a net business often knew more about what was out there than I did.
Since you were interested in the Interpedia I thought I'd mention that there are groups now that are working on some of these problems I see with the web, along the lines of the ideas I'd previously had stacked up.
Much of the net is still either lists of links with little content within the list, or chunks of text with no links (partly due to the fact that most of that content was either created prior to the web or is also meant to be used off the web standalone).

I have just read an article entitled The Faith-Based Encyclopedia, which is a critique of the WikiPedia by one Robert McHenry, who once was Editor in Chief of the Encyclopædia Britannica.
After discussing the the origins of the idea of an organic knowledge base, the "interpedia", in less-than-flattering terms, McHenry introduces the WikiPedia as the modern and successful product of those early ideals of the internet dreamtime (pre-1995).
It occured to me then that in McHenry's introductory story about the interpedia, one of the participants in the seemingly endless round of "How shall we do it, dear Liza, dear Liza?", was McHenry himself.

In the heyday of the Interpedia Mailing List, early in the last decade of the previous century, hundreds of people received a vast amount of mail about the idea of an Internet encyclopedia to be called the Interpedia.
But the Interpedia Project died of neglect shortly after the comp.infosystems.interpedia newsgroup was created.
The Interpedia was not intended merely as an encyclopedia-like interface to information on the Internet, but as an interface to all Internet users and all Internet activity, including offline social activity, and was therefore intended not not just as Information Technology but SocialTechnology.

Interpedia articles are stored on the local server in whatever form you wish, perhaps as plaintext or HTML or postscript.
Since ResInfo keeps track of the current location(s) of the resources (probably on the local LAN, but not necessarily), gateways which wish to describe an instance of a resource can ask ResInfo where it is currently located and hopefully be fairly assured of getting a correct answer.

(The Interpedia FAQ answer on "What are SOAPs?" is attached at the bottom) I'm looking for suggestions to nail down a design specification and possible encoding.
In short, any user would be able to create a "seal" that could be affixed to articles that the user found to be factually correct, well written, or ideologically agreeable to him/her.
If the Interpedia is to scale well as it grows, it would (ironically) not be acceptable to have the number of articles returned in response to a particular query to grow at the same rate.

The concept of a free encyclopedia began with the Interpedia proposal on Usenet in 1993, which outlined an Internet-based online encyclopedia to which anyone could submit content and that would be freely accessible.
In 1999, Richard Stallman proposed the GNUPedia, an online encyclopedia which, similar to GNU/Linux, would be a "generic" resource.
The concept was very similar to Interpedia, but more in line with Stallman's GNU philosophy.

We thought that if each person wrote a page or two abouttheir speciality, be it Lacrosse or nuclear physics, with the right sort of index, any person could instantly find information on the subject of interest to them.
We worked hard to design a reviewing process for the articles of the InterPedia as it was to be called, and we had hoped to include in its core, the 1910 11th edition of the Encyclopedia Britannica as authority.
At the time neither the current edition, nor the Project Gutenberg edition were avilable electronically.
