	HISTORY
		A road to road diagonal T intersection was not allowing Sims to turn left onto one of the roads.
		The rest of the perpendicular road to road intersections oriented on the diagonal were fixed.
		On Avenue intersections between a straight (orthogonal) avenue and a diagonal avenue, Sims coming from the diagonal avenue could not turn left onto the straight avenue.

		Enclosed is a network simulation traffic operations analysis, dated October 6, 1997, of Foxhall Road from its intersection with Reservoir Road to its intersection with Canal Road, and Canal Road/M St. from its intersection with Foxhall Road to the Key Bridge intersection.
		The FHWA is currently studying the 120 foot eastbound fuming lane on Canal Road at the Whitehurst Freeway intersection.
		Note again that Foxhall Road, Reservoir Road, and MacArthur Boulevard are not Federal-aid primary highways and therefore any LOS decrease there would not conflict with the congressional intent that the project not decrease the efficiency of a Federal-aid primary highway.
