A quick hypertext drive: Interstate 17 exists entirely in Arizona, serving to connect the cities of Phoenix and Flagstaff.
I-17 actually begins at mile post 194 at its southern terminus; this results from an old signing practice in Arizona in which routes that began at another route (not the state line) were assigned mile posts that began at whatever mile they broke off the second highway.
Perhaps 50 miles north of Phoenix, I-17 begins to climb from the “Valley of the Sun” up to around 4,000 ft. (1,219 m) elevation, and stays in relatively mountainous terrain for about 35 miles up to the town of Camp Verde, descending a short but steep grade as it approaches that town.

Interstate 86 is a planned Interstate upgrade to New York State Route 17 along the Southern Tier Expressway and the Quickway.
The entire road, from Interstate 90 near Erie, PA to the NYS Thruway/Interstate 87 at Harriman, is four-lane, divided (except for the six-lane section in the Binghamton area and various climber lanes in the Catskills).
It is interesting to note that NY 17 is the only non-Interstate with a 65 limit in NY, although not terribly surprising as it is the only rural expressway in the state that is not an Interstate.) The trial period has not yet ended, so no new roads are eligible.

I believe (with very strong corroborative evidence) the reason that I-17 begins at MP 194 is that I-17 follows the route of old SR 69 for about 60 miles.
I-17 then inherited the old SR 69 mileposts as it gradually became a freeway.
There never were plans for I-19 to extend north of Tucson, but since I-19 and what was US 89 originate near the same point (Nogales Border Inspection Station), it wasn't a bad theory.

I-17 is called the Black Canyon Freeway leading from the north end of Phoenix Metro to Downtown Phoenix.
At the curve southwest of Downtown between the 19th Avenue and Buckeye Road interchanges it picks up the designation Maricopa Freeway all the way to the southern terminus with I-10 which picks up that designation the rest of the way.
