Interstate 380 is the Kopp Freeway, a short connector freeway between Interstate 280/Father Junipero Serra Freeway and U.S. 101/Bayshore Freeway, with direct freeway connections to the San Francisco International Airport.
A controversial route, Interstate 380 is proposed to be extended west of its current terminus to end at California 1, but that extension through San Bruno has been held up by environmental review, community opposition, and other obstacles.

From Interstate 80 and U.S. Highway 218 in rural Johnson county, it stretches north and northwest to Waterloo, serving to connect both Cedar Rapids and Waterloo—Iowa's second- and fifth-largest cities—to the Interstate Highway System.
Interstate 380 begins in Johnson County, Iowa, just west of Coralville and Iowa City when northbound U.S. crosses Interstate 80 flanked by a tight, cloverleaf interchange (“tight” because each year, a few big rigs overturn in the midst of negotiating its southwest loop ramp).
As I-380 is part of the Avenue of the Saints, it is cosigned as Iowa Highway 27.

The sign gantry for the Route 380 ramps westbound into I-280 is very wide; this is to cover both the ramps heading to 280 and the mainline carriageway that would've gone into Pacifica.
In October 1958, the designation I-380 was proposed for the Embarcadero Freeway, which was later approved as I-480, downgraded to Route 480, and ultimately relinquished and destroyed.
Route 480 was approved as chargeable interstate sometime pre-1965; it was deleted as a chargeable route in August 1965 (hence, its signage after that date with a state shield (Route 480), as opposed to an interstate shield).

The state has proposed extending I-380 westward to CA 1, and the 280 interchange shows room for this; and this might account for the extra 2 miles in the official length.
On December 24, 1968, it was given Interstate status from I-280 to the San Francisco airport.
I-380 was originally planned to extend to Cedar Falls (in fact, the 1978 Federal Route Log lists I-380 as 79.56 miles), but in 1982 the city of Waterloo traded those funds in for other projects (per the Interstate Substitution ("trade-in") rules established in 1973).
