There are interstate highways in Hawaii, funded in the same way as in the other states, but entirely within Hawaii.
By initial planning, the Interstate system was desinged to be able to move traffic at speeds of 75 to 80 miles per hour except in limited stretches (such as steep mountain passes) where this would not be practical.
For example, part of California highway 17 connecting Oakland and San Jose was renamed as I-880 in the mid 1980s.

California Highway Patrol Officer Larry J. Jaramillo died in the line of duty in a traffic collision on Route 395 at the Kern County San Bernardino County line, while returning from court in Inyo County on June 22, 1993.
In 1991, the remainder of Route 480, from Route 280 near Harrison Street in San Francisco to the junction of Route 1, Funston approach, and the approach to the Golden Gate Bridge, was deleted per SB 181, Ch 498.
Route 480 was approved as chargeable interstate sometime pre-1965; it was deleted as a chargeable route in August 1965 (hence, its signage after that date with a state shield (Route 480), as opposed to an interstate shield).

The California state highway shield (the miner's spade) is also widely known, but compared to the Interstate shield rates as more of a "generic" brand.
When I-238 was conceived, 480 had already been assigned to that god-awful monstrosity, the Embarcadero Freeway, known otherwise as the "World's Longest Off-ramp." In my opinion, if 480 had come to its full fruition before San Francisco blocked it, it would have been such a complete disaster.
Route 480 (its ghost and all) was finally put to rest in 1991 and deleted from the state highway system, certainly with tears of sorrow from the eyes of Caltrans engineers falling on the order.

There were plans afoot to extend I-480 southward from I-80 through Bellevue, Neb., and across a new bridge to meet I-29 in Iowa near Pacific Junction.
The extended Interstate 480 would incorporate the US 75 expressway leading south from Omaha, as well as an upgraded US 34 with a new bridge slightly south of the existing US 34 toll bridge over the Missouri River.
Trivia: the Ohio DOT considers a short spur of I-480 to be I-480N: a separate route for administrative purposes.
