Interstate 690 - Wikipedia, the free encyclopedia
Interstate 690 (abbreviated I-690) is a 14.19 mile-long urban Interstate Highway built in the early 1970s in the Syracuse, New York area.
I-690 travels southeast from Interstate 90 near Baldwinsville, New York, passing through the western suburbs of Syracuse before heading east through the city itself and terminating in East Syracuse, where it merges into Interstate 481.
From where I-690 terminates at Interstate 481, there have been plans for decades to extend the highway eastward to Manlius or to the far east suburb of Chittenango, but these plans have yet to become a reality.

Interstate 481 - Wikipedia, the free encyclopedia
Interstate 481 (abbreviated I-481) is a spur of Interstate 81 to the east of Syracuse, New York.
After crossing I-81 in North Syracuse, I-481 continues northwest as NY 481 to the cities of Fulton and Oswego, terminating at the intersection with NY 104.
I-481 does not appear to parallel or replace any "older" former routes, in the same manner many 2-digit Interstates usually run intertwined with an older U.S. route.

Specifically, the ramp from I-81 southbound to I-481 is directional (it branches to the left for a left-turn movement) while that from I-481 to I-81 southbound is semi-directional (it approaches I-81 from the left but joins it on the right).

The most prominent of the "ghost" ramps is the loop at the northwest corner; this is often mistakenly shown on street-level maps as a viable roadway.
As it exists today, the interchange happens to assume a directional-T design, except that the northbound entrance and exit ramps cross in the median of I-481, rather than at a three-level crossing with the southbound roadway, as is usual for this design.

The new law authorizes the State Department of Transportation to increase the speed limit to 65 MPH on approximately 15 miles of I-481, from the southerly interchange with Interstate 81 (Exit 16A) to its northerly interchange with Interstate 81 (Exit 29).
Studies conducted by the New York State Department of Transportation determined that the configuration of this segment of Interstate 481, as well as its traffic volumes and accident rates, make it a suitable expressway for the 65 mile per hour speed limit.
"I was pleased that Governor Pataki approved the measure to establish a 65 mile per hour speed limit on the section of Interstate 481 that acts as a bypass around the City of Syracuse," Senator John DeFrancisco said.
