Interstate 590 (abbreviated I-590) is a tertiary spur interstate route of Interstate 90 that skirts the southeast border of the City of Rochester, New York.
The northern terminus of I-590 is at Interstate 490 (Eastern Expressway), just inside the Rochester city line, while the southern terminus is at the junction with Interstate 390 in Brighton.
Interstate 590 was once signed as State Route 47, the Rochester Outer Loop, along with portions of Interstate 390 and all of New York State Route 590.

Interstate 490 runs east-west through Rochester, starting at Le Roy, New York and ending in Victor, New York.
It interchanges with the two other Interstates in Rochester: I-390 at the western city limit and I-590 at the eastern limit, as well as connecting at both ends with the Thruway, I-90.

On Nov. 24, 1971, I-390 was approved for inclusion in the interstate system, by transferring mileage from several cancelled interstates in the New York area: Lower Manhattan Expressway Spur, Cross Brooklyn Expressway, certain segments of the Nassau Expressway, the Clearview Expressway Extension, and the Queens Interborough Expressway.
Around that time, New York was actually planning to call the highway I-486, serving Rochester from the proposed I-86 (Southern Tier Expressway), which was then called NY 17.
This portion of I-390, together with I-590 east of the city and their state-numbered counterparts extending north of I-490, were formerly numbered NY 47 and named the "Outer Loop" in distinction to downtown's "Inner Loop".
