Interstate 676 (abbreviated I-676) is an interstate highway that serves as a major thoroughfare through Philadelphia, Pennsylvania and Camden, New Jersey.
Its northwestern terminus is at Interstate 76 in Philadelphia near the Philadelphia Museum of Art, heading east towards the Ben Franklin Bridge.
Therefore, traffic from I-676 or Interstate 95 to the bridge is directed through city streets, meaning that this portion of I-676 is not (and probably never will be) up to freeway standards.

Westbound there is a direct through ramp connection from the I-676 'Ben Franklin Bridge' from New Jersey to the WB I-676 'Vine St. Expy.' as well as to I-95.
But to continue on I-676 eastbound from the 'Vine St. Expy.' to New Jersey, one must leave the freeway and negotiate two 90 degree intersection turns (with traffic signals) at Franklin Square before continuing east on I-676 and onto the bridge.
Access from I-95 to eastbound I-676 is even worse as the ramps that one takes from I-95 in either direction to get to the bridge are several blocks away, and involve that much more surface street driving.

Note, I-676 is very short, its only about 2 miles long and picks up and drops the right hand lane a couple of times.
