There are interstate highways in Hawaii, funded in the same way as in the other states, but entirely within Hawaii.
By initial planning, the Interstate system was desinged to be able to move traffic at speeds of 75 to 80 miles per hour except in limited stretches (such as steep mountain passes) where this would not be practical.
For example, part of California highway 17 connecting Oakland and San Jose was renamed as I-880 in the mid 1980s.

In April 1958, California prepared a revised numbering proposal, including 3-digit numbers; but these were all in the low 100s, and not associated with parent interstates.
On September 5, 1974, 680 was extended to Capitol Avenue, and on Dec. 18, 1974, the entire freeway was open.
Between I-80 and I-780, I-680 is the Luther E. Gibson Freeway, named after a state legislator (not the 15th century reformer or the acoustic guitar maker).

In May 1983, 45 miles of CA 17 from San Jose to Oakland and 2 miles of CA 238 in Hayward were added to California's interstate system as non-chargeable miles: not eligible for federal interstate completion funds.
There was also the intent to continue the 238 freeway south to I-680 in Fremont, where stub ramps and about 1,000 feet of the Mission Freeway were built in 1971.

Of all the freeways in the Southern California area that were never built, the Beverly Hills Freeway (Route 2) probably would have had the greatest impact on both traffic volume and the surrounding neighborhoods (not all of it for the better).
Route 4 between I-80 and I-680 will be upgraded to an expressway with provisions included to upgrade it to freeway later.
Perhaps this was done to avoid confusing the travelling public, as the interstate signage was new (and before 1965, coexisted with the pre-1964 route signage).

Similar lanes exist on Interstate 10 and Highway 290 in Houston, and on Interstate 394 in Minneapolis, where the MnPass Express Lanes opened in May. Other carpool/toll lanes are being planned in Denver and the Washington, D.C., metropolitan area.
