I've seen data sheets where Interstate 88 technically runs east to Interstate 87, via Interstate 90, and that's why it's signed as "To I-88" along this portion.
They were indeed added later, as the exit numbers were not in place until the entire length of Interstate 88 was completed.

The Interstate 99 designation has not been finalized for New York, however, just south of the N.Y.-Pa. border is a "Future 99 Corridor" sign that was installed by PennDOT, so it only makes sense that the New York portion will become I-99 as well.
