Beginning in New Castle, Delaware, the "express" I-95 would comprise of the Delaware Memorial Bridge, the current I-295 approaches, and the length of the New Jersey Turnpike north to EXIT 6.
To eliminate confusion among motorists traveling on the East Coast, the Delaware Memorial Bridge, as well as the length of the New Jersey Turnpike north to EXIT 6, should be re-designated I-95.
The original Delaware Memorial Bridge opened on August 16, 1951, at a cost of $44 million and four lives.

In 1970 the designation was moved to a proposed expressway which would have begun at Interstate 95, crossed the Delaware River, and connected to I-295 and to the New Jersey Turnpike in Burlington County, New Jersey.
Proposed in 1958 as the current Interstate 79 alignment towards Erie, but would have turned to parallel the PA 99 alignment to end in Kearsarge.
Originally planned to start at I-95 south of Ridley Park, then in 1967 changed to start at I-95 at the Philadelphia International Airport, the expressway would connect to Interstate 76 at Federal Street in downtown Philadelphia.

South of the I-95 / I-295/ I-495 merge, the "Delaware Turnpike" section of I-95 is a relatively safe highway where traffic (for the most part) flows freely, though the speed limit on the turnpike should be raised from 55 MPH to 65 MPH.
From Wilmington north to the Pennsylvania border, I-95 is your typical 1960's Northeastern expressway, tight and twisting.
Overall signage in Delaware is excellent, the state seems to understand that not everyone traveling I-95 is from the area

Interstate 495 (abbreviated I-495) in Delaware is a six-lane three-digit bypass of Interstate 95 around the city of Wilmington, Delaware.
Although the most recent of all three of Delaware's Interstate highways, I-495 had to be totally rebuilt in the mid-1990's when the concrete surface, developed in France, failed prematurely and had to be totally replaced in sections, resulting in one-lane operations for nearly four years.
Built in the mid-1970's and opened as the "Wilmington Bypass", the highway became, between 1978 and 1982, the route of I-95 around Wilmington, while the original highway through the city, redesignated as I-895, was reconstructed at the Wilmington Viaduct.

The "Delaware Turnpike" section is a very well designed road: many of the interchanges are larger than usual and allow traffic to flow freely on and off I-95.
There is considerable congestion heading south where I-95, I-295 and I-495 merge where you have local and long distance traffic coming together, depending on the time and day traffic can crawl along well below the speed limit to the Maryland border creating a huge problem at the toll plaza.
Expect traffic to slow to 15-20 MPH every day on the stretch between DE 1 / DE 7 and Interstate 495.

The Delaware Department of Transportation has begun to install 23 variable speed limit (VSL) signs on Interstate 495, the first step towards an anticipated VSL deployment on approximately 150 miles of freeways and major highways in the state.
Meyer says that in discussions with the Delaware State Police on the Memorandum of Agreement, the current thinking is that drivers would have a 30 minute grace period between the time the speed limit is changed and when the State Police would begin issuing tickets based on the lowered speeds.
(Delaware is classified as a "non-attainment" state with regard to federal air quality standards.) "Research had shown that when vehicles travel at lower speeds, they didn’t emit as much volatile organic compounds (VOCs), and therefore reduced speeds wouldn’t lead to as much ozone production.
