The Interstate Commerce Commission (ICC; 1887 - 1995) was a regulatory body in the United States created by the Interstate Commerce Act of 1887, which was signed into law by President Grover Cleveland.
The Commission's seven members were appointed by the President with the consent of the Senate.
The ICC's original purpose was to regulate railroads (and later trucking) to ensure fair rates, to eliminate rate discrimination, and to regulate other aspects of common carriers.

Whether petitioner, a union for railway employees, lacked standing to challenge the decision of the Interstate Commerce Commission to exempt certain officers or directors of rail carriers from obtaining prior approval to hold the position of officer or director of another rail carrier.
Section 11322(a) of the Interstate Commerce Act provides that a person may not hold the position of officer or director of more than one rail carrier without the ICC's authorization; the ICC, in turn, may authorize such interlocking directors or officers "when public or private interests will not be adversely affected." 49 U.S.C. 11322(a).
And the ICC's exemption does not authorize the formation of any interlocking directorates that were not permissible under prior law; the ICC simply removed an impediment to establishing such relationships in the first instance.

The Interstate Commerce Commission (icc), the nation's first independent regulatory agency, was established in 1887 after more than a decade of mounting complaints over railroad rates and practices.
A Supreme Court decision in 1886 ruling that states could not regulate interstate railroads made federal action more urgent; by then the railroads themselves had come to believe that federal legislation would be more consistent and perhaps more moderate than the growing patchwork of state laws.
The icc also regulated telephone, telegraph, and cable communication from 1910 until the establishment of the Federal Communications Commission in 1934 and monitored safety standards for railroads and trucks until the creation of the Department of Transportation in 1966.
