		IOSCO should consider inserting a concise definition of the term at the beginning of the report.
		IOSCO also should consider harmonizing the use of "independent oversight entities" and "independent entities," two terms that seem to be used interchangeably in the report.

	Report: Promoting Global Preeminence of American Securities Markets
		In 1994, IOSCO reviewed the existing IASC standards and identified standards that need to be improved before acceptance can be considered, including areas in which there are "essential issues" – issues deemed critical to the success of the project by some countries.
		While IOSCO has worked with the IASC to agree on the scope of the work to be undertaken in order for IOSCO to consider endorsement of IASC standards for cross-border securities transactions, the 1995 agreement did not give IOSCO the right or responsibility to dictate the outcome of any of the deliberations undertaken.
		IOSCO stated that, if the resulting core standards are acceptable to the Technical Committee of IOSCO, that group would recommend endorsement of IASC standards for cross-border capital raising and listing purposes.

		IOSCO has a small General Secretariat based in Madrid but it also works through broad-based representation of member regulatory agencies in standing committees that enable members' diverse views to be reflected in new standards, benchmarks and reports.

		IOSCO has been working to facilitate cross-border offerings and listings by promoting the use of a single disclosure document that would be accepted in multiple jurisdictions.
		In September 1998, IOSCO endorsed a set of disclosure standards for the non-financial statement portions of a disclosure document and encouraged its members to take steps to have such standards applied in their own jurisdiction.
		The amendments adopted by the SEC revise the definition of "foreign private issuer" to require the issuer to "look through" the record ownership of brokers, dealers, banks or nominees holding securities for the accounts of their customers to determine the residency of those customers.

		The IOSCO Presidents Committee endorsed the “Principals on Client Identification and Beneficial Ownership for the Securities Industry,” that were adopted earlier in the conference by the technical and executive committees.
		IOSCO is focusing its efforts on promoting the implementation of its “Assisted Self-Assessment Programme,” which is a pilot programme approved in 2003 to assist its members in the completion of a self-assessment of their level of the implementation of IOSCO's objectives and Principals of Securities Regulations.
		IOSCO also announced it will conduct a variety of seminars and training programmes throughout the year, to help raise the expertise of regulatory commissions' staffs.

		We agree that in most instances a CIS that changes its investment objective should continue to include the performance it experienced prior to the change; otherwise, a fund with poor performance might be encouraged to change its operations simply to eliminate unfavorable data from its historical performance record, to the possible detriment of its shareholders.
		Despite this, we request that IOSCO acknowledge that a CIS should be able to omit past performance data in those instances where there are significant types of changes in operations (e.g., an unmanaged investment entity with a fixed portfolio becoming a management investment company).
		While we support this general proposition, we request that the notes to the best practices make clear that annualized total return for these funds may be misleading but that it may be appropriate for such a fund to advertise aggregate total return in addition to, or in lieu of, the annualized performance figure.
