  Iraqi Interim Government - Wikipedia, the free encyclopedia
The Iraqi Interim Government was created by the United States and its coalition allies as a caretaker government to govern Iraq until the Iraqi Transitional Government was organized following the Iraqi National Assembly election conducted on January 30th, 2005.
The government's head of government was Prime Minister Iyad Allawi and his deputy was the influencial and charismatic Baram Salih.
Allawi was a former member of the Iraq Interim Governing Council and was chosen by the council to be the Interim Prime Minister of Iraq to govern the country beginning with the United States' handover of sovereignty ( June 28, 2004) until national elections, scheduled for early 2005.

The interim Iraqi Governing Council was the provisional government of Iraq established by the US -led multinational coalition that ousted the Saddam Hussein regime.
Their duties included appointing representatives to the United Nations, appointing interim ministers to Iraq's vacant cabinet positions, and drafting a constitution to be later voted on by the Iraqi people.
According to the Law of Administration for the State of Iraq for the Transitional Period, the interim constitution that the Council approved, the Council would cease to function after June 30, 2004, at which point full sovereignty would return to Iraq, and the government will be handed over to a new, sovereign interim government.

The interim Prime Minister, Iyad Allawi, says the issue will be resolved, but that's in the face, over the past 48 hours, of several senior Kurdish members of his government saying that they're on the verge of walking out.
And in the last gun battle over the past 24 hours, they demonstrated to all and sundry that the authorities in Iraq cannot move them, cannot exert their authority — the first and most essential criteria for being a state is having a monopoly on the use of force within your own borders.
In both locations now the insurgents have demonstrated that the Iraq authorities don't have that, and these are the authorities the Americans are relying on to secure the country, that the Americans are relying on for their security strategy.

The individual and collective identities of the interim government members are less significant than the illegitimacy of the process in determining the credibility of the government.
Instead, there are Governing Council members and their chosen minions in all the top positions of the interim government, but a United Nations imprimatur and "bluewashing" of the process provides the illusion of international credibility.

BAGHDAD, Iraq - A national conference that will pick Iraq's new interim government will probably be delayed until mid-July, the top U.S. official in Iraq said Wednesday.
Bremer confirmed Wednesday that his goal was to establish a government "representative of all Iraqis," a larger undertaking in a nation divided along ethnic, religious and political lines.
Despite the delays in forming a government, Bremer said coalition forces would stay in Iraq only as long as they were needed.
