Reports suggest that persons were executed merely because of their association with an opposition group or as part of a continuing effort to reduce prison populations.
As indicated in the November 1999 AI report, "Iraq: Victims of Systematic Repression," many thousands of persons have been arrested arbitrarily in the last few years because of suspected opposition activities or because they were related to persons sought by the authorities.
The report strongly criticized the "systematic, widespread, and extremely grave violations of human rights" and of international humanitarian law by the Government, which it stated resulted in "all-pervasive repression and oppression sustained by broad-based discrimination and widespread terror." The report called on the Government to fulfill its obligations under international human rights treaties.

CNN's Chris Plante reports David Kay says U.S. intelligence services are to blame for leading President Bush to conclude that Iraq had stockpiled weapons of mass destruction.
It was the consensus among the intelligence agencies that Iraq had such weapons that led Bush to conclude that it posed an imminent threat that justified the U.S.-led invasion, Kay said.
Although his team concluded that Iraq did not possess large amounts of weapons of mass destruction ready for use, that does not necessarily mean it posed no imminent threat, he said.
