Provisional governments often occur as the result of a revolution or in wartime when an occupied nation or territory has been liberated or, conversely, when a government has been deposed by an invading army.
Provisional Government of the Republic of Korea (1919) - established in exile based in Shanghai, China and later in Chongqing, during the Japanese occupation of Korea.
Although not formally designated a "provisional government," the Second Continental Congress served as the de facto provisional government of the United States from the adoption of the Declaration of Independence in July 1776, until the ratification of the Articles of Confederation effective March 1, 1781.

Iraq believed it was possible to collaborate with the Arab kings and shaykhs because the latter had proven their Arab nationalism by participating in the 1973 oil boycott against the Western countries supporting Israel.

Sistani's earlier demand that drafters of Iraq's constitution be elected effectively forced the administration to rework a political transition plan that called for drafters to be selected by other means -- on the grounds that early elections would be too problematic.
Instead, caucuses would be held in the country's 18 provinces to choose representatives to serve on a transitional assembly, which would form a provisional government that would assume sovereignty by next summer.
