Iraqi Air Force Getting off the Ground
The Iraqi Air Force not only represents a real military capability and the foundation of a modern air force, but also indicates the re-emergence of Iraq as an air-capable power with an ability to take its share of security responsibilities under a democratic leadership.
The Iraqi Air Force will be an integral part of Coalition efforts, with its activities built into Coalition air plans and working closely with ground, maritime and air units to accomplish its mission.
Personnel: Members of the former air force were recruited to preserve perishable flying and maintenance skills and to also reduce the cost in creating the new Air Force.

Iraqi government ground forces are indeed becoming more robust, but in order to suppress the jihadis and resurgent Ba'athists after a phased withdrawal, the Iraqi government will also need to possess a capable air force.
A complete phased withdrawal of all US forces would leave the Iraqi government with its air force of traffic helicopters at the mercy of, and playing on a level playing field with, all the other sectarian paramilitary militias vying for power in the country.
The perception that the Iraqi government is illegitimate does not stem from the government's inability to establish basic civilized living conditions for it citizens; rather, its illegitimacy stems from the government's origins in invasion and occupation - and from its continued dependency on the US.

Exhumating the Dead Iraqi Air Force
For the rest of 1980 "Iraqi" MiG-25s did not participate in the war: actually, by the end of the year only four were put under the Iraqi control, while all the others remained in Soviet hands.
Iraqi Foxbats were always flown by the best IrAF pilots, and these learned to deploy and use their fighters in combat properly as well as how to evade attacks even by most modern air-to-air missiles already during the war with Iran.
Since the year 2000, Iraqi MiG-25s were reported flying recce sorties over Jordan, and even penetrating the Saudi airspace: the Jordanian F-16As proved unable to intercept any, while in early 2003 even the USAF F-15s came too late to catch the Foxbat that flew 60km deep over Saudi Arabia.

A team of U.S. Air Force personnel at Basra Air Station in southern Iraq is working to rebuild an air force that the U.S. military spent more than a decade destroying, as I note in today's The Washington Times.
Kelly Latimer and her team of five pilots and maintainers are partnered with 70 Squadron of the reborn Iraqi air force, which three years ago had been grounded by 12 years of attacks and sanctions.
The squadron's 15 Iraqi pilots and 39 other personnel operate four light aircraft donated by coalition countries -- two bulbous Seekers powered by a single pusher propeller and painted bright yellow, as well as two single-prop CH-2000s sporting a more conventional engine-in-front layout and gray paint.
