The electorate of Iraq went to the polls on 15 October 2005 to vote in a referendum on whether or not to ratify the proposed Iraqi constitution of 2005.
While the exact ethnic distribution of the Iraqi population by governorate is unknown, because the country has not had an official census for 15 years, governorates that include substantial Sunni populations include Baghdad, Al Anbar, Salah ad Din, Ninawa and Diyala.
With the approval of the constitution, elections for a permanent government must be held no later than 15 December 2005, with the new government assuming office no later than 31 December 2005.

Constitutions can play a crucial role in founding and unifying new or renewing states; Iraq is no exception, and in the future drafting a constitution could play a key part in reunifying and strengthening national consciousness of the country.
Many secular Iraqis, as well as Christians, are dismayed by the privileging of Muslim clerics within the constitutional court, for example, as well as the regional empowerment that allows local/regional governments to choose sharia, or Islamic law, as the basis for some or all of its court jurisdiction rather than secular laws.

WASHINGTON — The Iraqi constitution that appeared headed for ratification Sunday would keep the development of a democratic government going, but it doesn't deal with many of the issues key to a U.S. exit plan, experts say.
Voter turnout was large, supporting the belief the constitution would pass, but certifiable returns weren't expected until late in the week.
If Iraqis reject the document, they'll have to elect another interim parliament and draft a second constitution, kicking the political process back almost a year.

Funny, I put up the first results table, then someone else puts up a nearly-identical one, and mine is the one that gets tossed away.
Somebody who isn't supposed to be busy at work can maybe make these BBC data into a table (they're the basis for my map):
I changed the labels on the chart to "Sunni Arab majority" rather than "overwhelmingly sunni arab." I felt that it was inconsistent with "Shi'ite majority" and has connotations that are negative (ie, that sunni arabs are "overwhelming" an area).

Even if the Constitution were to pass in Parliament, Sunni leaders have said they will challenge its validity and demand new elections, since a three-day grace period after the Aug 22 deadline was a violation of interim constitution regulations that state the charter should be written by a target date.
The draft constitution is also opposed by Shia leader Moqtada Sadr, whose supporters have clashed the with the Badr militia which is closely tied to the ruling SCIRI party.
