While the Iraqi groups — split along ethnic, tribal, religious and political lines — are close to agreeing to democratic principles, infighting over who would be in charge in the face of regime change is threatening the plan, to be presented at a conference meant to highlight unity among Saddam's foes.
Who would lead that group and what kinds of powers and responsibilities it would have are at the heart of the disputes among the competing parties.
But mostly, the conference was postponed for a third time since early September because the Iraqi opposition groups couldn't agree on the agenda or the number of delegates.

Iraqi army officers will come "from all over the world" for the meeting, which will be held at an undisclosed location, Albert Yelda of the Iraqi National Coalition told AFP.

The Iraqi Communist Party was founded in 1934, becoming legally recognised in in July 1973 on formation of National Progressive Front; left National Progressive Front March 1979 and was proscribed as a result of its support for Iran during the Iran-Iraq war.
The Union of Iraqi Islamic Forces is a breakaway from the Supreme Council of the Islamic Revolution in Iraq (SCIRI) and includes various wings of the Dawa Party which has split into five factions and one of the wings of the Islamic Organisation.

LONDON (CNN) -- Iraqi opposition groups, meeting in the British capital on Monday to develop a new political future for Iraq, vowed to work with Britain and the United States to topple President Saddam Hussein.
Britain had called the meeting of about 15 diverse opposition groups in exile and urged them to bury their differences to give the world a new vision of an Iraq without Hussein.
Opposition officials say they are a key source of information about Hussein and maintain they are critical to any rebellion.
