The Minister for Transport, Mr Brennan, is demanding that insurance companies provide a reduction of up to 15 per cent in motor insurance premiums for drivers who do not collect penalty points.
The Irish Insurance Federation last night said it was in favour of the principle of rewarding drivers with clean records, but insisted it was up to individual firms to negotiate a reduction with the Government.
The dispute comes as the Minister is today expected to announce that around 100 lives have been saved as a result of changes in drivers' behaviour on the roads since the introduction of penalty points last year.

Irish Transport Minister Seamus Brennan said Tuesday he was "reasonably satisified" about the potential impact of a European Commission ruling against Irish budget airline Ryanair for receiving state aid for using Charleroi airport in Belgium.
A spokesman for Brennan, who is currently chairman of the European Union Council of Ministers, said the letter was sent by the minister on Monday to EU Transport Commissioner Loyola de Palacio.
Brennan, who discussed the issue with de Palacio in Brussels last week, said in his letter that "the Irish administration is very concerned at the possible impact that this decision, if adopted, could have on Irish and European aviation both as regards airports and in particular, low-cost air services," the spokesman said.

According to the Irish Independent's news breaking service, the Irish government's decision to allow the US to use the airport would be scrutinized as part of an inquiry into the alleged torture of terrorist suspects.
The report came after Irish Transport Minister Martin Cullen insisted that American authorities had said airports in Ireland had not been used for the transit of prisoners to or from the detention center at Guantanamo Bay in Cuba or elsewhere.
Irish peace activists have claimed that the plan frequently lands at Shannon, but complaints to Gardai (police) have failed to lead to any inspections of the plane.

After 17 years of privately-run buses, the director of Transport 2000 complained recently that buses were infrequent, especially in the evenings and weekend, leading to traffic congestion, had poor connections to other modes of traffic, lacked passengers security and staff were indifferent to passengers.
Transport for London, which manages London Buses, was forced to address this gap by subsidising the bus drivers’ pay by £17.5million in 2001/2002.
