When Natasha Yar left Turkana IV in 2352, Ishara chose to remain behind because she felt her cadre was her family.
Her parents were killed when she was only five, and she spent much of her childhood in a bitter struggle for survival, evading marauding rape gangs and caring for her younger sister, Ishara Yar.
Ishara was raised by her sister, Tasha, until she became a loyal member of the Coalition cadre, one of the factions fighting for control for the colony.

Certainly the viewers are more suspicious of Ishara Yar than the Enterprise crew, mainly because "Legacy" is a little heavy handed in how it develops the mystery, which is to say that it just begs you to be suspicious every step of the way.
As proof of their good word, the Coalition provides the services of Ishara Yar, who they say is Tasha's sister.
She is willing to help them with their rescue mission but there is this one little problem: Ishara has a proximity detector implanted in her body, which will set off the alarms.

The away team meet Ishara and Data is especially interested to hear her opinion of Tasha.
