Ishenbai Duyshonbiyevich Kadyrbekov (Ишенбай Ð"үйшөнбиевич Кадырбеков) (1949 –) is the parliament speaker and the interim Minister for Transport and Communications of Kyrgyzstan.
Kadyrbekov was a candidate in the 2005 parliamentary election in District 33 in the city of Naryn.
On March 24, 2005, after Askar Akayev resigned and left the country, the Kyrgyz Supreme Court annulled the recent parliamentary elections and declared the previous parliament to be the legitimate legislature of the country.

According to Kadyrbekov, it was spent about $12 million for the construction and Kyrgyzstan used for it $8.7 million from the 75-million-dollar loan from Turkey plus its own money.
Kadyrbekov offered to take a decision on changing ownership of the hotel and voting on it is scheduled for Monday.
