Shotaro Ishinomori (1938-1998) is one of the most famous Manga authors of all time, distinguished by his creations of more than 500 Manga characters.
On September 1st, 2004, Ishimori Group (Ishimori Shotaro Pro and Ishimori Pro) and Itochu agreed to revitalize the Ishinomori properties by jointly establishing Ishimori Entertainment, Inc. The newly established company's primary objective is to revitalize the late author's works through motion picture production, TV programs and merchandise.

At the end of 1997, Kazuhiko Shimamoto, a young and up and coming manga-ka was contacted by an increasingly ill Shotaro Ishinomori and asked if he would do a continuation (more like a remake) of his 100-page, one-shot manga from 1970, Skull Man (the manga that became the basis for Kamen Rider).

And, Go Nagai are a disciple of Shotarou Ishimori who, of course, was an apprentice to Tezuka.
Ishimori helped "develop" those Tokusatsu Hero characters, but he didn't "invent" them alone -- Toei would have a concept, and have Ishimori come up with some sketches and ideas; these would be developed by committee, and Ishimori would draw the manga in conjunction with the series' television broadcast.

BTW, that outrageous high school manga was called SHAMLESS HIGH SCHOOL (Harenchi Gakuen), which first appeared in Shonen Jump in 1968 and became such a big hit that several live-action movies were produced as well as a live action TV series! It was that huge of a hit.
It's the same as Ishimori's obsession with skulls, bugs and cyborgs.
I mean, I can understand that Ishimori likes to use the cyborg theme in conjunction with his 'human inside' concept and the skull because of its affiliation with death (which is an integral part of his human inside concept where death is part of life while to live is human.
