In contrast  to the opinion that Islam displays a more or less uniform character in the former Muslim Soviet republics, it is true to say that in theses countries Islam was basically shaped by the specific circumstances of each republic, rather than  by international Islamic movements and trends.
While most Azerbaijanis regard Islam as being part of their national identity, any intermingling of religion with the political sphere, however, is rejected by the vast majority of the population.
And as nationalism in Azerbaijan is very much based on the specific idea of Turkism, Iran, despite the common Shi’ite background, could not serve as a model for a national state combining ethno-nationalism with Islam.
