Other Islamic schools, including the Hanafi, Sh fi'i, M liki, Hanbali, and Zaydi, are to be accorded full respect, and their followers are free to act in accordance with their own jurisprudence in performing their religious rites.
In accordance with article 14 of the Constitution, "The Government of the Islamic Republic of Iran and all Muslims are duty bound to treat non­Muslims in conformity with equitable norms and the principles of Islamic justice and equity and to respect their human rights.
It indicated that no judge had the right to reject a complaint and justice was administered in accordance with the legally prescribed rules (particularly respect for the right of defence and the possibility of appealing and being granted a pardon).

 COMMISSION ON HUMAN RIGHTS ADOPTS RESOLUTION ON LEBANESE DETAINEES IN ISRAEL, REJECTS DRAFT ON CHECHNYA
The Commission also adopted, without a vote, a resolution on cooperation with representatives of the United Nations human rights bodies, in which it condemned all acts of intimidation or reprisal against those who sought to cooperate or had cooperated with representatives of human rights bodies.
A draft resolution on the situation of human rights in the Republic of Chechnya of the Russian Federation (E/CN.4/2003/L.13) was rejected by a roll-call vote of 21 against and 15 in favour, with 17 abstentions.
Another important function of the Commission was to develop a national plan of action for the promotion and protection of human rights and to promote by research, education and discussion a better understanding of the human rights dimensions of the Treaty of Waitangi.

In the meantime, human rights is used by the ‘west’ (yes, I am demonising the ‘other’) as a stick with which to beat Muslims and actually (though we tend to imagine we’re the only demonised and oppressed people of the world) many other cultures and belief systems.
It is a legacy of Islamic sentiment that we are able to understand that where we sit as Muslim nation states or Muslims in minority situations, we are in a mess.
Human rights or the idea that we as Muslims treat each other and ‘others’ abominably and that left to our own religious devices we would be unable to do little else, is an idea that has permeated Muslim thinking, even those deemed traditionalist or anti-modern, fundamentalists or whatever.

In the Islamic Republic of Iran it appears to be used currently in two situations, one to describe the conduct of the British writer Salman Rushdie and the other as an offence of which adherents of the Baha'i faith and sometimes Christian Protestants are from time to time charged and sometimes convicted.
In that regard, the Special Representative recommends that the Commission move quickly to begin publishing a detailed description of the types of complaints it is receiving, of the interventions it is making and of the success it is having in reversing the conduct that gives rise to the complaints.

The report to the 1998 Commission was prepared without benefit of an in-country visit and, as a consequence, reflects information gathered during discussions with representatives of the government on postings outside Iran, as well as non-governmental and other sources.
He also notes that his report seeks to highlight some of the positive as well as the negative developments; it is not and cannot be an exhaustive commentary on the state of human rights in the country.
The report does note that in several of the cases mentioned the government had either begun an investigation into the incident or arrested those who the investigations indicated were responsible.

 UN Commission on Human Rights - Report on the mission of the Special Rapporteur to Iran (Mar 96)
The Special Rapporteur notes that article 14 of the Constitution stipulates that the Government of the Islamic Republic of Iran and all Muslims are duty-bound to treat non-Muslims in conformity with ethical norms and the principles of Islamic justice and equity, and to respect their human rights.
He notes that restrictions on this right may be imposed for the purpose of protecting the legitimate interests of society, only if the restrictions are provided by law, necessary to achieve their purpose and proportional in severity to the purpose sought to be achieved.
The Government is encouraged to continue and strengthen its cooperation with the Commission on Human Rights and with non-governmental organizations active in the sphere of the mandate of the Special Rapporteur by inviting observers to trials involving aspects of freedom of opinion and expression.

 Hijab News in Turkey
Islamic Human Rights Commission (IHRC) are deeply concerned at recent events in Turkey regarding journalist and activist Huda Kaya and her three daughters.
The reporting of IHRC trial observers, as well as an international campaign by IHRC in 1999 led to the four and their 70 co-defendants being given reduced suspended sentences, after which the Turkish authorities tried to appeal to various appellate courts.
IHRC is deeply concerned at this turn of events, particularly at a time of political change in Turkey.

IHRC complained that they were not given right to defend themselves against the accusation that were stated in these articles.
IHRC has called for an immediate cease fire and called on the British government to be evenhanded in its dealings in the current crisis.

Secretary of Islamic Human Rights Commission (IHRC) Mohammad Hassan Ziaiefar on Saturday expressed concern over the status of a number of inmates such as Mohammad Mohsen Sazegara and Abbas Abdi, IRNA reported from Tehran.
Highlighting Iran's domestic and international situation, he said it was expected that all human rights advocates nationwide insist on observation of the rights of all citizens in the society such as political activists.
On the case of late Iranian photojournalist Zahra Kazemi, he said the Islamic Human Rights Commission has pursued the case from the earliest stages and there is no doubt that the representative of the Commission will attend the court proceedings.

The mandate on Iran was established by the Commission at its 1984 session; at its 1999 session the CHR acknowledged that there had been some positive developments in Iran but decided to renew the mandate of the Special Representative (SpRep) for another year.
The report of the SpRep, Maurice D. Copithorne, to the 2000 session of the Commission (E/CN.4/2000/35), which should be read in conjunction with the interim report to the 1999 General Assembly (A/54/365), covers the period approximately from 1 July to 15 December 1999.

 Rights Violated in Iran despite Reform Moves U.N.
UNITED NATIONS, Oct 21 (Reuters) - Significant human rights violations continue in Iran, though many of the country's leaders wish to move toward a more tolerant and peaceful society, a U.N. investigator said on Wednesday.
But for many this process was too slow in bearing fruit and the improvements were too uncertain, while for others the process was moving too quickly and the Islamic nature of society was in jeopardy.
