		Island owner Bill Phinney had presented the town with a petition calling for a vote by townspeople on giving up the right of way for $1 in exchange for Phinney's acceptance of the ownership of two footbridges to the island.
		Houldin said keeping the town's 40-foot right of way across the island will make it possible for people in the maritime village to walk across the bridge to the island, and across the island to the center of town.
		Phinney referred to the island he owns as "a $400,000 liability" because that is the estimate engineers have put on the cost to fix the footbridges.
