Part of the rationale behind this system was that the age of eleven is a period of dramatic physical and emotional change, and also significantly different to the higher age groups in secondary education.
The system has been popular among parents and teachers, but since the introduction of the National Curriculum criticisms have arisen over the system because the curriculum is based on Key Stages lasting either two or three years.
In 2004 the Isle of Wight council undertook a consultative process aimed at changing local education structure, to a two tier school system similar to that existing in the rest of the country.

The original boundaries of the county of Worrosquoyacke, or Isle of Wight, were: Northerly, by Lawnes Creek; Easterly, by James River as far as the plantation of Richard Hayes, formerly John Howard's; the southern boundary by certain creeks to the head of Colonel Pitt's Creek (this proved somewhat uncertain); and westerly into the woods indefinitely.
These feeble efforts at public or free schools seem paltry, but there were good private schools in those days, nor were the people indifferent to the education of their children, for in almost all the old wills the testators made some provision or left some directions for their education.
Smithfield, Windsor and Isle of Wight courthouse have each a high school, and in other parts of the county there are seven graded schools, in all of which some of the high school branches are taught.

It was last of three consecutive annual music festivals held on the Isle of Wight, England and is still the largest music festival ever held in the United Kingdom.
The Isle of Wight was a favourite retirement destination of the British well-heeled, and a haven of the yachting set, and many of the traditional residents deplored the huge influx of 'hippies' and 'freaks'.

The management of the school was vested in a seventeen-member board of directors who were chosen because of their leadership in the various sections of the county, with each district being represented by at least one member on the board.  From this board an Executive Board was selected to facilitate the management of the school.
In 1966, the Board began registration for the 1967-1968 school year.  Students were enrolled for grades 1 through 8.  Tuition was set to be as reasonable as possible (a policy that is still pursued to this day) and bus transportation was provided.  Mr.
William Story, a former school superintendent, was engaged as headmaster and a staff of competent teachers was employed.  All was in readiness and Isle of Wight Academy opened its doors in September of 1967.

Being the resident whom the faculty and staff of Hardy Elementary School was referring to in the Feb. 28 issue of The Citizen, I would like to have the opportunity to clarify the statement I made at the February School Board meeting.
Although we recognize the basic need to relieve overcrowded conditions within the Isle of Wight County educational facilities, we believe the plan presented at the February meeting regarding the realignment of the Waterford Oaks subdivision is inappropriate.
The point is, neither school offers any substantial difference in the value of their educational standards because they are of the same system.
