Ismail Bey Gaspirali, a Crimean Tatar educator, reformer and journalist, was one of the first intellectuals who diagnosed the cause of the socio-political weaknesses of, not only his own people, the Crimean Tatars, but also the entire Russian Muslim community.
Ismail Bey strongly believed that only through a quality secular education the national consciousness of the Crimean Tatars, as well as all the Russian Muslims, could be raised to resist the Russian oppression and survive as people and nations.
It is unfortunate that Ismail Bey was not born a half a century earlier to awaken the national conscience of the Crimean Tatar people during the height of the Crimean Tatar emigrations to the Ottoman Empire.

Gaspirali was among the very first Muslim and Turkic figures to stress the importance of educating women and including them in public life.
Not surprisingly, Gaspirali was frequently attacked by Soviet writers who portrayed him as a bourgeois nationalist who had sparked resistance to Russian rule among the Turkic peoples -- even though Gaspirali took many of his ideas from the Russian intelligentsia.
That is how Gaspirali almost certainly would have wanted it, and with the new website carrying materials about him, the "Interpreter" appears set to contribute in the future as he did a century ago to this ongoing process.

However, this concise history falls short of covering the Crimean Tatar intellectual life during the period immediately after the annexation of 1783 and prior to the emergence of Ismail Bey Gaspirali and his newspaper "Terjuman" in 1883.

Anyway, Gaspirali's (educational) program was very similar to Abdul Hamid's, except more progressive, especially with regard to women - Abdul Hamid was after all older, and a dynastic autocrat who was also the head of a religion.
So yes, Gaspirali and his ideas are likely to play a large role in this AH - and I believe he would have if this had really happened - he was influential in OTL even though he was opposed to AHII's autocracy.

The publication of the newspaper "Tercuman" by Ismail-bey Gaspirali in 1883 was the first major event in the history of pan-Turkism.
Gasirali’s slogan, "Unity of thought, unity of language, unity of action" (Fikerde, telde ve eshte berdemlek) has been an inspiration for successive generations of Crimean Tatar, Volga Tatar, and Azerbaijani intellectuals.

The founder of the Jadid movement was the Crimean Tatar Ismail Bey Gaspirali (1854-1914).
Recognizing that Muslims in Russia would not be able to maintain their ethnic and religious heritage without significant reform, he pushed for religious and educational changes amongst the Tatars, including the promotion of a common Turkic language, which he propagated in his newspaper Terjuman ('The Translator').
However, although Gaspirali's proposed Turkic language had never caught on, his reform schools had, so that the Turkestani intelligentsia continued to operate Jadid schools in the area.
