In 1999, President Hassan Gouled Aptidon's chief of staff, head of security, and key advisor for over 20 years, Ismail Omar Guelleh was elected to the Presidency as the RPP candidate.
Ismail Omar Guelleh took the oath of office as the second President of the Republic of Djibouti on May 8, 1999, with the support of an alliance between the RPP and the government-recognized section of the Afar-led FRUD.
On 12 May 2001, President Ismail Omar Guelleh presided over the signing of what is termed the final peace accord officially ending the decade-long civil war between the government and the armed faction of the FRUD.

Guelleh Ahmed, better known under the name of Guelleh Batal, ODe of the great figures of the Djiboutian notables, who co-signed the additive treaty with France.

 Guelleh re-elected in one-man poll
Guelleh's opponents, who had called for a nationwide boycott of the polls and vowed not to accept the foregone conclusion of his re-election for a second six-year mandate, dismissed the turnout figure as "ridiculous.'
A sea of posters, placards and flyers all emblazoned with Guelleh's name and face were plastered on walls and windows around the country of just over 700,000 people during the build-up to the election.
Guelleh has also pledged to step down after his second six-year mandate and not try to repeal the presidential term limit enshrined in the constitution.

Guelleh, in an address during the ceremony, said: "It is important to continue to accelerate economic development by making it possible to improve the living conditions of Djibouti’s people and to satisfy their basic needs, in guaranteeing their health and housing, while answering their immediate needs such as employment, particularly employment of the young people."
A country of 700,000 that suffers serious water and food shortages, Djibouti served as an operations base during the 1990-1991 Gulf War, and France continues to have a significant military presence in the country.
