Ispell has a very long history that can be traced back to a program that was originally written in 1971 in PDP-10 Assembly language by R.E.Gorin, and later ported to the C programming language and expanded by many others.
Ispell then attempts to generate a list of possible corrections and presents the incorrect word and any suggests to the user, who can then choose a correction, replace the word with a new one, leave it unchanged, or add it to the dictionary.
Ispell pioneered the idea of a programmatic interface, which was originally intended for use by emacs.

Emacs provides spell checking for many languages by calling external programs such as ispell.
However, many experienced Emacs users prefer to use the keyboard because it is faster and more convenient once the necessary keystrokes have been memorized.

GNU Aspell is a spell checker designed to eventually replace Ispell.

In addition to the engine, their web page also has several dictionaries that can be used by DICT (otherwise it would be near useless).
I should point out that DICT is not ispell.
The dictionaries that are available are not simple spell checkers, but actual dictionaries with word definitions.
