The Case Against Collaboration Between India And Israel By Raja Swamy   (Site not responding. Last check: 2007-10-20)
Israeli bombs destroyed 97 roads, 75 bridges, 4 airports, 7 seaports, 8000 residential dwellings, 5 hospitals, 14 factories, 27 petrol stations, 9 army barracks.1 As each outrage shocked the world, the Israeli government with the overt and tacit support of its U.S. patrons announced further escalations and intensified this all-out war targeting the civilian population.
It is commendable that the Indian government, albeit "under pressure from the Left parties," condemned the Israeli bombardment of Lebanon and called for an "immediate and unconditional ceasefire." However, the recent pattern of collaboration between the Indian and Israeli military and political establishments renders such condemnations and calls quite meaningless.
At the height of a brutal Israeli suppression of the Palestinian population, with Sharon's international reputation as a ruthless enemy of Palestinians, this cynical display of Indo-Israeli bonhomie by the NDA government was intended to help rehabilitate him and to settle defense deals.

 Israeli Air Force at AllExperts
Creativity and resourcefulness were the early foundations of Israeli military success in the air, rather than technology (which, at the inception of the IAF, was generally inferior to that used by Israel's adversaries).
The Israeli Air Force is considered the strongest air force in the Middle East, and one of the best and most sophisticated in the world.
Israeli combat pilots are considered among the best in the world, and hold a large number of shoot-down records.

 Israel's Beleaguered Defense Industry
During the pre-state years and after, Israeli leaders were acutely aware of the inherent imbalance between Israel and its Arab neighbors, resulting from its small territory and population, as well as a lack of natural resources.
The industries became the largest manufacturing and technological sector in Israel, employing tens of thousands, most of them organized in strong unions, and contributing enormously to the Israeli military qualitative edge, the nation's diplomatic efforts and its economy.
Israeli companies are not permitted to join or merge with multinational alliances in the defense sector, and this position is unlikely to change in the near future.

Israel's partnership with the industries of these three countries, which are developed industrial countries with a longstanding tradition and skilled manpower, will be regarded as a partnership between equals.
The Israeli defense industry in general, and Israel Aircraft Industries, ELBIT-ELOP, Rafael, and Israeli Military Industries in particular, have considerable experience in upgrading Soviet air and land weapon systems to the level of Western technology.
Israeli aid in building such military industrial capabilities can also lead to cooperation in the export of weapons systems to third party countries.

The Galil rifle is a phoenix, risen from the ashes; a result of lessons learned by Israeli desert fighters in the 1967 Six-Day War.
Dissatisfied with the 7.62mm NATO FN FAL with which the Israeli Army was largely equipped, as it has always been a poor performer in high sand and dust environments, Galili went directly into the field to investigate the problem (see "Weapons Wizard Israel Galili," SOF, March '82).
It was officially adopted by the Israeli Defense Forces (IDF) in 1972.

AL QUDS: Israeli Prime Minister Ariel Sharon is to seek a strengthening of already-deep military and economic ties with India during his first official visit to the country, officials and analysts said here on Sunday.
The Israeli leader is to arrive in New Delhi on Monday for four days of talks with Indian officials in the first public display of what has, until now, been a secretive relationship.
Aside from military sales, key areas of trade are diamonds, chemicals and telecoms, but Israel would be looking to focus particularly on high-tech, telecoms and biotechnology during this visit, the foreign ministry official said.

In December, it awarded contracts to Israeli Military Industries Ltd., based in Ramat Hasharon, and Winchester Ammunition, a unit of Conn.-based Olin Corp., to produce 70 million rounds each of 5.56mm and 7.62mm ammunition.
Israeli Military Industries said the ammunition will be manufactured in Israel but the raw materials, including propellants, projectiles and primers, come from U.S. sources.
The Army has refused to disclose the size of the contracts with Winchester or Israeli Military Industries but acknowledges they are paying a premium of 15 to 20 percent that it attributes to start-up costs, testing and the lower production rate.

 ISRAEL STRATEGY
Still, the probability of large-scale military engagement in the near future is low as long as Arab states are committed to peace and Israel maintains a favorable conventional balance of power.
Clearly, the lack of military action on the Golan Heights in the past two decades, despite Israeli-Syrian tensions and the fighting in Lebanon, is largely due to the fact that the IDF is deployed along a strong defense line within only 60 kilometers (37 miles) of Damascus.
The tendency to refrain from using military force is reinforced by the peace process, as Israel desires to project an image of restraint and moderation to encourage those elements in the Arab world interested in coexistence.

The strategic economic objective which the new Israeli government adopts will be geared toward optimally fulfilling its political goals, as these have been agreed upon among the coalition partners upon their entry into the government.
Nonetheless the high-tech industry is of major importance to the Israeli economy, as illustrated by the growth in foreign investments: from US $2.5 billion in 1990 to US $13 billion in 1999.
If the decision is taken to adopt the approach which calls for integration of Israel's military industry into one of these blocs, preference should be given to the US option, in view of the crucial importance of US aid to Israel.

The Israeli national singer, the so-called "war singer" Yaffa Yarkoni, asked at the time in an interview on Israeli army radio: "didn't they [meaning the Germans] do similar things to us?" Yarkoni received death threats from right-wing radicals after she had asked this question and appealed to soldiers to refuse to serve.
The Israeli army and the right-wing radical gangs are continuously escalating their violent acts and have plans, like the Nazis after 1938, for forced expulsion.

At the moment, the Israeli government is following the unwise philosophy of "if it ain’t broke, don't fix it." It should, however, follow the example of the UK government and abandon the model of defense industries as an element of national sovereignty, owned by the state and closely monitored by its agencies.

The development of a sophisticated defense industry inevitably led to exports, which today account for a majority of its revenues and allows the country's defense industry to compete against some of the largest companies in the world for foreign contracts, in addition to producing many of the arms needed for Israel's own defense.
