The BBC and other sources reported clashes between Somaliland armed forces and the Issa clan (a sub-clan of the Dir) in a small area bordering Djibouti in August 1995 (Radio France International 10 Aug.1995).
His ascension to office resulted from a clan elders’ compromise to defuse internal clan disputes over the port of Berbera, which almost degenerated into a Somaliland civil war in 1992 (Flint 1993).

The major organizations in existence is Somalia are: the Somali Patriotic Movement (SPM) composed of the Darod clan; the Somali Salvation Democratic front (SSDF) made up of members of the Majertein clan; the Somali Democratic Alliance (SDA) of the Gadabursi clan; and the United Somali Front (USF) of the Issa clan.

Mohamed Ibrahim Egal has been President of Somaliland since May 1993, winning elections among clan elders in 1993, 1995, and 1997 (AFP 20 Apr. 1995; AP 24 Feb. 1997).
Subsequently the international community has refused recognition, despite Somaliland’s being the only part of what was known as the country of Somalia that has maintained a functioning government (AP 7 April 1996; Flint 1993).

Djibouti’s politics reflect the country’s principal ethnic division between the Issa and related Somalian groups, which comprise approximately half of the population and are concentrated in the south, and Afar people who constitute approximately 35 percent of the population and occupy the northern and western regions.
Djibouti’s people continue to be deeply divided on ethnic and clan bases, and a simmering Afar insurgency festers in the country’s northern zones.
The election was boycotted by the ethnic Afar-dominated FRUD, and nearly all of the candidates were of the Issa ethnic group.

Although the SYL enjoyed considerable popular support from northerners, the principal parties in British Somaliland were the Somali National League (SNL), mainly associated with the Isaaq clan-family, and the United Somali Party (USP), which had the support of the Dir (Gadabursi and Issa) and Daarood (Dulbahante and Warsangali) clan-families.
The British government acquiesced to the force of Somali nationalist public opinion and agreed to terminate its rule of Somaliland in 1960 in time for the protectorate to merge with the trust territory on the independence date already fixed by the UN commission.
The British disbanded the Italian security units in the south and raised a new army, the Somalia Gendarmerie, commanded by British officers, to police the occupied territory.

A host of Italian organizations of varying ideologies sprang up to challenge British rule, to compete politically with Somalis and Arabs (the latter being politically significant only in the urban areas, particularly the towns of Mogadishu, Merca, and Baraawe), and to agitate, sometimes violently, for the return of the colony to Italian rule.
In Italian Somaliland, the British improved working conditions for Somali agricultural laborers, doubled the size of the elementary school system, and allowed Somalis to staff the lower stratum of the civil service and gendarmerie.

During the early independence years the political balance between these two groups was upset by President Aptidon's decision to establish a one-party state dominated by his ethnic group - Issa - and clan - Mamassan.
Despite this agreement and the power-sharing arrangement, the Issa population continued to dominate the political arena and a radical faction of the FRUD continued to wage war against the government.
Despite the return of multiparty politics in 1992, Djibouti's political arena continues to be dominated by the RPP.

Speaking to Reuters in Djibouti by radio, the residents said 50 of the dead in Burao town were fighters of the Garhajis clan alliance and 10 were loyal to Mohamed Ibrahim Egal, leader of the breakaway republic of Somaliland in the northwest.
Egal's militias repulsed the Issa, but up to 10 men on both sides were killed...
A few months ago, Egal was protesting that he wouldn't want to stand for re-election; now he argues that his continued presence is needed to solve current political problems and bring fighting to an end.

Awdal region; the point of contention, is inhabited by various clans including the “Issa”, the “Gadabursi”, the “Isaaq”, the “Darood” and others, and any thought of equating this scenario to clanship is ludicrous and stupid.
The president merely stated a “region’” and not a “clan”.
Since Somaliland does not exercise population census, does not have registered voters and does not know the actual number of voters in any constituency, a regionally represented National Election Commission is the closest method of electoral fairness.
