  Istanbul Protocol
This Protocol is the result of three years of analysis, research, and drafting undertaken by more than 75 forensic doctors, physicians, psychologists, human rights monitors, and lawyers who represent 40 organisations and institutions from 15 countries.
The Istanbul Protocol is intended to provide international guidelines on the assessment of individuals who allege torture and ill treatment, the investigation of cases of alleged torture, and on reporting the findings of such investigations to the judiciary and any other bodies.
The Istanbul Protocol also outlines minimum standards for state adherence to ensure the effective documentation of torture in its "Principles on the Effective Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment".

The software, code-named "Istanbul," is scheduled to be released in beta, or preliminary, form in the coming weeks, with a final version slated for the first half of next year.
One of the main features of Istanbul's telephone integration is a small window that pops up on the screen to show a call coming in on a phone on the desktop, identifying the caller and letting the user accept the call or direct it elsewhere, such as voice mail or another number.
Microsoft is also offering the Istanbul technology for other software makers to license and build into their own programs, such as software for specific industries or professions.

Mexico requires state and federal detainees to be examined by forensic physicians, and the country's constitution and laws prohibit torture or use of pain and suffering to get information from or punish suspects, prisoners and potential informants.
In this case, though, it was the Mexican Attorney General's office that took the initiative in contacting PHR about helping to implement the Istanbul Protocol's recommendations in Mexico.
Together, the state and federal forensic physicians surveyed are responsible for examining the 130,000 state prisoners and 47,000 federal prisoners, of which 62,000 and 13,000, respectively, are detainees who have been indicted but not sentenced.

While the agreement was hailed by both countries, the preliminary pact, known as the Istanbul Protocol, is just one of many steps that must be taken before the Caspian Sea oil line to the Mediterranean can proceed beyond the field of dreams.
The Istanbul Protocol must be accompanied by a host country agreement, an inter-government agreement, a government guarantee agreement, and a turnkey agreement before the 1,730-kilometer pipeline to Western markets gets off the drawing boards, industry sources say.

Senior figures from the World Medical Association have met doctors and lawyers in Mexico, Uganda, and Georgia as part of a project that aims to improve the investigation and documentation of torture around the world.
The talks were an early step in a programme initiated by the International Rehabilitation Council for Torture Victims to implement the Istanbul Protocol, a United Nations backed document that provides legal and medical guidelines for recording individual cases of torture.
"The project is predicated on the idea that for the Istanbul Protocol to be implemented it has to be owned by local people," he told the BMJ.

He said that the World Medical Association had supported the Istanbul protocol, giving a comprehensive guide to the legal and medical professions on how to investigate thoroughly allegations of torture.
We have partnered the International Council for the Rehabilitation of Torture Victims, an international non governmental organisation based in Denmark, to undertake an exercise in five countries to discuss with lawyers and doctors in those countries how this protocol could be applied locally and give physicians and lawyers support in their work on human rights'.

With their Istanbul protocol, Turkey, Azerbaijan, Georgia and Kazakstan formally committed Thursday to building the 1.0 million barrel-a-day pipeline from Baku, Azerbaijan, to the port of Ceyhan in Turkey.
Potential financiers say the protocol does little to address their fundamental concern about whether the Caspian has enough surplus oil to fill the pipeline.
The protocol signed Thursday indicates the pipeline would annually carry about 25 million tons, or about 500,000 b/d, of oil from Azerbaijan and another 20 million tons, or about 400,000 b/d, from Kazakstan.

During the year, the Attorney General's office (PGR) established procedures to comply with the Istanbul Protocol to investigate and prosecute claims of torture.
According to Commissioner Morfin's office, Chihuahua State officials blocked the PGR from conducting medical and psychological exams under the Istanbul Protocol in the cases of Kiecker, Perzabal, and Mesa.
With a limited budget, Morfin investigated the issues surrounding the deaths and disappearances and requested that the authorities apply Istanbul Protocol procedures in the cases of four persons charged with having killed women (see Section 1.c.).
