ISTARI   (Site not responding. Last check: 2007-10-21)
The Istari levels are 23 to 25, with a good aligned level 25 istar being the Head of the Istari Council, the Tan Istar.
It is the purpose of the Istari in the game to help low level players, and this is also the only way they can gain experience for themselves.
Istari should be there not only to help gain experience, but to advise new players of simple rules, and to teach them the basics of gameplay.

 Gandalf and the Istari
Before the coming of the Istari to Middle Earth, the forest known as Greenwood the Great was invaded by Sauron when he built a stronghold known as Dol Guldur in the south of the forest.
Even though Elrond, Cirdan, and Galadriel kept the secret of the Istari’s true identity among themselves, rumor spread among the Elves that the Istari were sent by the Lords of the West, the Valar, to challenge Sauron.
Gandalf was a Maia, as all the Istari were, an angelic being "clothed" in mortal flesh and therefore subject to physical harm; such as hunger, weariness, and even injury and death.

 The Istari
Many questions can be asked about the Istari, or the Wizards as we like to call them in our own tongue, and many answers can be given.
The fullest account of the Istari was written in 1954 and is published in Unfinished Tales but it is not the latest.
The relations between the Istari to the Valar are : Curumo to Aulë;, Olórin to Manwë; and Varda, Aiwendil to Yavanna and Alatar + Pallando to Oromë;.

Five "chiefs" of the Istari came to the north of Middle-earth: One, clad in white, was the first to come and was regarded as the head of the order.
Istari, since the are clad in bodies of Middle-earth, are not "infallible", they can even do evil and forget the good in the search for power to effect it.

 The Barrow-Downs - Middle-Earth FAQs and Misconceptions.
The council which picked the five istari, was, as Tolkien wrote, "a council of the Valar, summoned it seems by Manwë ('and maybe he called upon Eru for counsel?'), at which it was resolved to send out three emissaries to Middle-earth" (ibid.) and is also of utmost importance for the question.
In short, the conclusions that can safely be drawn from an attentive reading of the istari essays would be that the order of the Heren Istarion consisted of the five Wizards we know, and that it only came into being with their mission, and ceased to exist with the passing of Saruman at the latest.
The other point is that the notes and essays on the istari, which are most important to determining their number exactly and beyond doubt, came later than the Appendices to The Lord of the Rings.

Most of this information about the Istari comes from the appendices to The Lord of the Rings, the chapter in The Silmarillion titled Of The Rings of Power and the Third Age and from the book of Unfinished Tales which has an essay on the Istari.
The Wizards of the third age appeared for only a brief time in Middle Earth's Third Age and their true origins were known only to a few such as Galadriel, Elrond and Cirdan.
Of all the Istari that came to Middle Earth, Gandalf was the only one to stay true to his task.

We must assume that they [the Istari] were all Maiar, that is persons of the 'angelic' order, though not necessarily of the same rank.
