Istrians are inhabitants of Istria, a peninsula at the head of the Adriatic between the Gulf of Trieste and the Gulf of Quarnero, the region spanning the borders of Croatia, Slovenia and Italy.
The ancient Istrians, known to the Romans as a fierce tribe of Illyrian pirates, protected by the difficult navigation of their rocky coasts, were only subdued by the Romans in 177 BCE after two military campaigns.
Since the first multi-party elections in 1990, the regional party Istrian Democratic Assembly (Istarski Demokratski Sabor or Dieta Democratica Istriana) has consistently received an absolute majority of the vote and maintained a position often contrary to the government in Zagreb with regards to their regional autonomy.

Both times, or perhaps one should say all three times since the elections for the Assembly Chamber of Districts were held in spring 1993 immediately after the action Maslenica, despite enormous invested efforts and a lot of invested money, the HDZ won only a little over fifteen per cent of the votes.
Through its IDS, the Istrians have, actually, advocated decentralization of Croatia and recognition of historic and natural regions, and most of the differences within the party were caused by the level of autonomy, and the idea of Istria as a transfrontier region.
As the greatest achievements of the party, he listed Istria's joining the Assembly of European Regions, which meant that the slogan "Istria - a region in Europe of Regions" was effectuated, adoption of the Statute of the District of Istria, regardless of the fact that the Constitutional Court had proclaimed 18 of its articles invalid.

Even if today the Istrian regionalst feeling is politically infloencial, and certainly the coat of arms is not forgotten (it is even included in Croatian CoA) the tricolour flag seems not to be used at all, unless it is used in Italy by some groups I am not avare of.

At the elections for the Chamber of Counties of the Parliament of the Republic of Croatia, the IDS won all three seats designated for the Istria County.
The IDS is a regional political party primarily active in Istria in the territory of the Republic of Croatia, as well as in those parts of the Istrian peninsula which are under the sovereignty of the Republic of Slovenia and the Republic of Italy.

This was clear already in the local elections in the seaside and mountain district, when the parties of the "Family" headed by the Social Democratic Party (SDP) easily beat HDZ, and the peasants who by no means wanted to go along with the communists, failed to win a single seat in the district assembly.
Budisa and Tomcic are already recognized by the public as hangers-on of the HDZ, who are the true culprits for breaking up of the centre and for bipolarisation of Croatia.
Budisa's HSLS was definitely compromised after the elections in Zagreb, but also because the manner in which it squared accounts with those who were their colleagues until just recently.

The first bloc is comprised of the Social Democratic Party (SDP) led by reformist ex-communist Ivica Racan and the Croatian Social Democratic Party (HSLS) of the moderate nationalist Drazen Budisa.
Polls indicate that the two coalition blocs will collectively take the necessary two-thirds share of the seats in parliament needed to change the constitution and thus roll back Tudjman's own extensive powers, boosted by years of control over the house.
