Italian Parliament is composed of two houses, the House of Deputies, or the lower house, and the Senate, which is the upper house.
Both houses in the Italian Parliament have to agree on every piece of legislation This causes parliament to be weak because there is no way to get the two houses together to decide on issues.
One of the reasons the Italian government is not very efficient, is due to their lack of party discipline.

However, the subtraction may not be less than twenty-five percent of the valid constituency vote, unless the winning college candidate has obtained a smaller amount, in whose case the scorporo equals the number of votes obtained by the elected candidate.
However, it should be pointed out that the Italian electoral law does not require that single-member college candidates be affiliated to their respective party lists.
