The European nations decided to have two different agencies, one concerned to develop a launch system ELDO (European Launch Development Organisation) and the precursor of the European Space Agency, ESRO (European Space Research Organisation) that was established on March 20, 1964 per an agreement signed on June 14, 1962.
During the latter half of the 1980s European human space flights changed from being the exception to rather constituting a routine and therefore in 1990 the European Astronaut Centre that is situated in Cologne, Germany was established.
In 1958, only months after the Sputnik shock, Eduardo Amaldi and Pierre Auger, two prominent members of the European scientific community at that time, met to discuss the foundation of a common European space agency.

A governmental reorganization in 1988 established the Italian Space Agency (ASI, Agenzie Spaziale Italiana) under the Ministry of Universities and Scientific and Technological Research (MURST) and its Undersecretary of Space.
The principal Italian corporation involved in space activities is Alenia Spazio which was formed in 1990 with the merger of Aeritalia and Selenia.
Italian law requires that 15% of the ASI budget be expended for basic scientific research, but in recent years the interpretation of that mandate has led to serious internal governmental disputes.

Following post transportation inspection, the Italian Space Agency will formally hand over Node 2 to ESA who in turn will hand it over to NASA, which according to the terms of the barter agreement, will then become the final owner of this ISS element.
This enabled Europe to take full advantage of the experience gained by Italian industry through the development of the Multi-Purpose Logistics Module (MPLM) and synergies between the MPLM, nodes 2 and 3, and the European Columbus Laboratory module, which all use the same structural concept, developed by Alenia Spazio for all these contracts.
