Whether the Italian national team played boring football or not is a matter of opinion but you have to admit that players like Francesco Totti and Alessandro Del Piero are exciting to watch.
However, there are Italian clubs such as Roma, Juventus or Parma whose backbones are made of Italian players just as there are English clubs (Arsenal, Chelsea) that are almost entirely made up of what could only be described as mercenaries.
When you look at the Italian and, to a lesser extent, Spanish leagues as wholes, you'll see that youth development is a lot better elsewhere in Europe.
