We, members of the Itogon Inter-Barangay Alliance, whose affiliates are distributed among seven of the nine barangays of Itogon and comprise a substantial portion of the Municipality's constituency, have long objected to the Council's support of the project and now ask that this support be withdrawn.
While it is true that the DENR has already drafted such a plan, based on consultations with the Barangays of Itogon, it has failed to identify specific sources for the P700 million that it has budgeted for the plan's implementation.
The Municipal Council of Itogon does not appear to be bothered by the DENR's powerlessness.

Molintas said Itogon's Resolution 16 "is enough" for the national government to pursue the project, referring to the comment by opposition board members that the resolution has no legal and official backing from the three barangays that will be flooded by Agno River's back flow.
Itogon's passage of Resolution 16 came after three years that the town government had been opposing the dam project.
As for the national government's commitments toward Itogon which acted as a carrot that caused the Itogon council to pass Resolution 16, Molintas said he will remain vigilant to prevent the government from reneging.

 CPA Welcomes Withdrawal of Endorsement of the San Roque Dam Project by the Municipal Council of Itogon
In a session held last September 13, 2000, the council approved a resolution withdrawing its earlier endorsement of the dam project for unsubstantive compliance and non-implementation of the 17 conditions set by the council in July 1997 in exchange for endorsing the San Roque Dam Project.
The CPA believes that the municipal council's decision is highly commendable as it reflects the persistent opposition of the dam-affected communities as well as concerned citizens of Itogon and their supporters.
It is indeed a well-deserved victory for the people of Itogon that their government officials finally heeded their demand to stop the dam construction.

For Itogon's traditional miners however, mining is not just about the extraction of natural resources but a way of life.
Still, activists won a small victory this month when the government said mining applications would be held in abeyance in the wake of a new law that recognises tribal groups' right to negotiate terms and conditions for the exploration of ancestral land.

 Sun.Star Baguio - Itogon's withdrawal of support to SRMP 'saddening'
Perez said for Itogon alone, NPC has disbursed P400 million, which went to land claims, housing improvements, structure improvements, skills training for the affected residents and funding for their livelihood projects.
The Itogon council claimed that the SRPC power purchase agreement contract shows "disturbing and anomalous provisions and scenarios," which include unqualified rights to use water resources raising possibility of abuse, government's obligation to pay the project even if no power is produced and inappropriate information on the actual operation of the reservoir area among others.
Meanwhile, NPC-SRPC Itogon Project Coordinator Vincent Caluya revealed that P149.281 million has been disbursed for payment of land claims and only six unpaid claims due to unresolved ownership problem remain and that these will have to be acted upon by the courts.

 San Roque Dam Project
This developed as the Itogon Inter-Barangay Alliance (IIBA) Sunday revealed that the Office of the Presidential Assistant on Indigenous People's Affair (Opa-ipa) reported that the people in Itogon are one in saying that they should never have consented to the dam because of the destruction of their ancestral land and loss of their ethnic communities.
After the release of the Opa-ipa report, the IIBA in its fourth congress passed a resolution reiterating its opposition to the project and the inclusion of Itogon in the Lower Agno Integrated Watershed Reservation (LAIWMP).
It was also reported that the NPC board has already approved the memorandum on the assignment of rights which will be used to pay the land claimants even as another supplemental memorandum will be drawn up detailing the computation and the classification of lands to be paid as suggested by the NPC Finance Department.

The conversion of 440 open pit mine of Benguet Corp. in Itogon into a reservoir has become a legal and social precedent for "sustainable alternatives to old mines after mine life," Leopoldo Sison, Benguet Corp. vice president for the water development program, said during a public hearing here.
Benguet Corp., the country's oldest mining firm, has won a bid to supply the city with 50,000 cubic meters of water each day from the old 440 open pit mines, but the Baguio government is contesting the project due to concerns over the potability of run-off rain water that is collected from highly mineralized land.

Itogon Vice Mayor Aloysius Kato, a newly elected board member of Benguet, said the Itogon municipal government wants to settle these legal issues because it has started to attract new investments into the town which has hosted Benguet Corp., the oldest mining firm, for over 100 years.
In resolutions filed by the Itogon council and the Benguet provincial board, the officials also directed the MGB, an attached agency of the Department of Environment and Natural Resources, to determine whether these operations still cover huge mineral deposits.
Kato said Itogon welcomes new industries to set up in the old mining communities and has acknowledged that old mines are leading that shift.

Based on the report of the power firm's Luzon generation project's office, it was shown that as of March 2003, infrastructure funds totalling P42.5 million have already been disbursed to the province of Benguet, municipality of Itogon, and Barangays Ampucao and Dalupirip.
It was further noted that a supplementary fund of P22 million had already been allocated to Benguet and Itogon for additional infrastructure projects proposed by the local government.
