It docked with Mir on February 22 at 05:36 GMT with Cosmonauts Afanasyev, Haigneré, and Bella aboard.
Since two crew seats had been sold (to Slovakia and France), Afanasyev was the only Russian cosmonaut aboard.
After the February 27th departure of EO-26 crew commander Padalka and Slovak cosmonaut Bella aboard Soyuz TM-28, the new EO-27 Mir crew consisted of Afanasyev as Commander, Avdeyev as Engineer and French cosmonaut Haigneré.

After fifteen years of piloting different kinds of aircraft, Ivan Bella last week finally strapped himself into the Rolls Royce of flight - a space rocket.
Born in 1964 in the central Slovak village of Dolná Lehota, Ivan Bella studied at the military high school in Banská Bystrica, from which he graduated in 1983.
Bella departed for Russia on March 24, 1998, leaving a daughter and son from his first marriage, and one son from his second marriage, in his native Slovakia.

The state of Florida EOC (Emergency Operations Center) as well as the local chapters of EOC county levels) are advising Floridians to evacuate the state if at all possible.
So, although my house may be blown away by this hurricane, as the new predictions have it coming straight for me, I may get to see my boyfriend sooner than we anticipated.
But it seems Ivan is going to miss me so I can't complain.

Due to a lack of a third-party agreement between the USA and Russia, only the FCC licensed Amateur Radio operation Tom Daniels N3CXP got the opportunity to talk to the Mir crew (the students were not allowed by FCC rules to talk directly to the crew).

To resupply the occupants, the space station was visited in 1999 by two automated Progress cargo ships, bringing the total of Progress ships launched to Mir and the two preceding stations, Salyut-7 and Salyut-6, to 85, with no failure (except for the collision of one of the drones with the station in 1997).
Soyuz TM-29 was launched on 2/20, at 11:17pm EST (2/19) with the new Mir-27 crew, Viktor Afanasyev, Jean-Pierre Haignère (France), and Ivan Bella (Slovakia).
Dubbed Perseus, the mission was the sixth joint French-Russian Mir expedition and the seventh joint orbital flight by the two countries.

According to Florida Today, the Russian government is running out of money to maintain Mir -- which requires about US$250 million a year in maintenance costs -- and has given the company that manages the space station a deadline of 30 April, 1999 to find another source of cash.
