Ivo had long been a fan of Wire, a hugely innovative and highly influential post-punk band, which by 1980 was in the process of fragmenting into several separate recording units.
Ivo had first taken note of vocalist Joanne Loughman and guitarist/violinist Hugh O'Carrol--the nucleus of The Glee Club-- when he heard their previous band, the Swinging Swine, on a Nick Drake tribute album and was impressed by Joanne's voice.
Ivo found himself stunned by the power of the singing, and embarked upon a frantic quest to learn the identity of the album and acquire a copy of it.

In 1999, Ivo Watts-Russell sold his share in 4AD back to the Beggars Group (as it had by then become), but the label continued to release music and add new artists to its roster.
The British indie rock record label 4AD Records was started in 1979 by Ivo Watts-Russell and Peter Kent, funded by Beggars Banquet Records.
Shortly afterwards, Ivo invited the graphic designer Vaughan Oliver to create sleeve art for the label and as a result 4AD quickly acquired a visually distinctive identity which complemented the artful and atmospheric music that it was releasing at that time.

After initially recording a couple of songs for Ivo Watts-Russell at the fledgling 4AD label in London during the Spring of 1982, the band went on to release Garlands in June, having recorded the entire album in just seven days.
Peel featured the band on his weekly radio broadcast, where they performed new versions of "Wax and Wane" and "Garlands." Although live performance was not yet their strongest attribute, the band also toured rather extensively in support of Garlands, playing mostly smaller venues as a supporting act to The Birthday Party and Modern English.
