New Statesman - Paradoxes and circles. Can new Labour succeed where Churchill failed and solve one of the great ...
Richard and Welfare remind us just how much detailed, useful work the Lords does in scrutinising legislation and examining policy; most people, however, probably think of it as a chamber where tweedy types get red-faced about fishing rights.
Richard and Welfare plump for a hybrid, two-thirds directly elected, one-third nominated - pointing out that it is the approach put forward by a committee chaired by Lord (14th Earl) Home in 1978.
Richard and Welfare dismiss this on the grounds that it flouts a manifesto commitment.

Richard Burnside, affectionately known as Titch, His Boldness or Tricky Dicky, was struck numb by the deaths of his two close friends.
Richard also asked his father to help him organise a charity football match in memory of Mark and Ivor, and became a crutch for some of the other players who were finding it hard to come to terms with the deaths of their two team-mates.
At midday, Richard's daughter Kayleigh and Mark's son Ryan led two teams out on to a pitch for a charity football match in memory of the three friends: Clach FC, the local semi-professional team, versus Friends of Mark Thow, Ivor Robertson and Richard Burnside.

However, one of the core conclusions of Lord Ivor Richard’s study is that such a referendum would be ‘complex to devise and might not be justified’.
Richard’s nine-person committee recommends a beefed-up Assembly –with membership rising from 60 to 80 AMs, elected by single transferable vote – and additional primary law-making powers in currently devolved sectors, such as health and education.
However, it said Richard had recognised that the ‘current constitutional settlement was too weak and confusing’.

In July 2002 the Welsh Assembly Government established an independent commission, with Lord Ivor Richard (former leader of the House of Lords) as chair, into the powers and electoral arrangements of the National Assembly in order to ensure that it is able to operate in the best interests of the people of Wales.

I think that one of the important aspects of the Richard Commission Report is that it actually pulls together the evidence which really had not been pulled together at all before.
Lord Richard: First of all, I have a rather basic problem which is that I was charged with looking at the position in Wales, and not with looking at the position in England.
Lord Richard: First of all, there are signs—and I put it no higher than that at the moment—that the Welsh judiciary is beginning to exert a degree of independence from the rest of the UK.

Ivor Richard has already mentioned the German model as a potential blueprint for a “regionally focussed” upper house in the UK.
The pace of constitutional reform in the UK has encouraged many people to think, like Ivor Richard, that before the different strands of reform can be tied together there should be time for things to settle and find their own direction.

BBC NEWS | Wales | Richard report and the reaction
Reaction to the Richard report calling for more powers for the Welsh assembly was swift, with Secretary of State Peter Hain announcing that it contained "plenty of food for thought".
But Mr Hain warned that the work of Lord Ivor Richard's commission would have to win the backing of both Westminster and Cardiff Bay before its recommendations went any further.
The 308-page Richard report was published on Wednesday after two years' work, almost five years after the assembly first sat, and six-and-a-half years since Wales voted for devolution by a narrow majority.

Ivor Cutler obituary - Times Online
THE poet, humorist, illustrator and composer Ivor Cutler possessed a disconcerting talent and a singular ability to view the world from an oblique perspective.
His admirers spanned the generations, from those who had become fascinated by his doleful Scottish tones in the late 1950s to members of the modern pop generation.
Ivor Cutler, humorist, was born on January 15, 1923.

As the Richard report makes clear — “We decided to approach our remit from a broad and practical perspective — how are the arrangements working at the moment; what, if any, problems have been encountered; and how could things be improved in the interests of the people of Wales?” (Richard Commission report, p2).
Lord Ivor Richard himself - described by Rhodri Morgan at the time of his appointment as being “halfway between being 100 per cent Labour Government Loyalist, never departing from the party line, and an independent who is outside the party” - was amongst these sceptics, but was certainly not alone.
On a purely pragmatic level, the adoption of the Richard Commission recommendations, and in particular primary legislative powers, by the National Assembly for Wales would be good news in terms of better efficiency, more transparency, greater effectiveness, swifter processes and additional accountability.
