While Ivy Tech's method of calculating cost of attendance for the 1991-92 award year was not legally prohibited, the school is liable for Federal funds awarded in excess of costs actually incurred by its students.

All along everyone knew that most of the classrooms at Ivy Tech are empty most of the time and that classes are taught many times with only one or two students enrolled just to claim that they were using up that classroom space.
This whole scam was invented by Ivy Tech so that they could use the large numbers of apprentices to make it appear that Ivy Tech's enrollment head count was growing by double-digits and to obtain the FTE (Full Time Equivalent) money, $3,300 per student, from the State Legislature.
The real story is that Ivy Tech's real enrollment growth is very low but by "buying" the unions' student head count, it APPEARS to outsiders that their enrollment growth is phenomenal.

Officials from Indiana University Bloomington and Ivy Tech State College-Bloomington signed an agreement today (Dec. 18) that provides a framework for the transfer of credits in the general studies degree between the two institutions.
The agreement will permit students who earn an associate's degree in science in general studies at Ivy Tech to transfer into the bachelor of general studies degree program at IU Bloomington.
Judith B. Wertheim, interim dean of the IU School of Continuing Studies, and James O. Smith, academic dean at Ivy Tech, signed the agreement as well as Brehm and Whikehart.

This agreement provides for an opportunity for all Ivy Tech Richmond/Connersville two-year degree graduates to transfer credits toward a Bachelor of General Studies at IU East.
In addition to this new agreement, transfer agreements between the institutions are in place for the AS in Computer Information Systems, AAS in Business Administration, AS in Nursing, and approximately 30 course- to-course transfers that include 24 general education courses.

IU Bloomington and Ivy Tech State College-Bloomington have signed an articulation agreement which provides the framework for the transfer of credits earned in the Ivy Tech State College-Bloomington associate degree program in biotechnology to the bachelor of science degree program in the College of Arts and Sciences on the IUB campus.
