Tomomi Iwakura (岩倉具視 Iwakura Tomomi) (October 26, 1825-July 20, 1883) was a statesman who played an important role in the Meiji restoration, influencing opinions of the Imperial Court.
In Iwakura he wrote many opinions and sent them to the Court or his political companions in Satsuma han.
In 1871, he became minister of state of Japan, and in the same year set out on a two-year journey known as the Iwakura mission, visiting the United States and several countries in Europe with the purpose of renegotiating treaties and gathering information to help effect the modernization of Japan.

The Japanese statesman Tomomi Iwakura (1825-1883) played a key role in bringing about the Meiji restoration of 1868 and is best known as the leader of a mission of government leaders to the West.Tomomi Iwakura was born into the family of a lower-ranking court noble on Sept. 15, 1825, in Kyoto.
In spite of his relatively low rank, Iwakura became a personal confidant and adviser of Emperor Komei because of his devotion to the cause of restoring the Emperor to power.
Iwakura was highly conservative in outlook; his most important achievement was to advocate the establishment of a new constitutional order on the Prussian model: the promulgation of a constitution by the emperor, the vesting of most state powers in the imperial institution, and the assignment of a weak role to the popularly elected legislature.

The new constitution was adopted as part of the Meiji Renewal, a period of sweeping political and social reform aimed at modernising Japan, so that she might reach a par with the nations of the Western world.
Rejecting the British constitution as a model, influential conservatives such as Iwakura Tomomi borrowed heavily from the Prussian constitution in drafting a fundamental law.
Ito Hirobumi, a Choshu native long involved in government affairs, was charged with drafting Japan's constitution, and announced in 1881 that the task would be finished within a decade.

The peace faction was led by members of the Iwakura mission who had been impressed by the strength of Western countries that they had visited.
The disgruntled militarists who had withdrawn from the imperial government saw a popularly elected national parliament as a means for them to regain political influence, particularly over foreign policy, and together with other disgruntled former samurai, they agitated strongly for one.
In the course of this agitation, an attempt was made to assassinate Iwakura Tomomi who was one of the leaders of the peace faction in the imperial government.

Kido Koin (1833- 77), a native of Choshu, student of Yoshida Shoin, and coconspirator with Okubo and Saigo, became minister of education and chairman of the Governors' Conference and pushed for constitutional government.
Also prominent were Iwakura Tomomi (1825-83), a Kyoto native who had opposed the Tokugawa and was to become the first ambassador to the United States, and Okuma Shigenobu (1838-1922), of Hizen, a student of Rangaku, Chinese, and English, who held various ministerial portfolios, eventually becoming prime minister in 1898.
He called for elections to be held by 1882 and for a national assembly to be convened by 1883; in doing so, he precipitated a political crisis that ended with an 1881 imperial rescript declaring the establishment of a national assembly in 1890 and dismissing Okuma.

(It was a 2-year journey to the USA and Europe headed by Iwakura Tomomi intended to study the West from different perspectives to gather ideas to help modernize Japan).
