McGowan spent her early childhood in the group's communes and travelling Europe with her parents, who divorced when she was nine or ten.
McGowan did not speak English until she moved to the U.S. McGowan's high school years were spent with her father in Seattle.

He was back in the news in July 2005 for his installation "The Running Tap", where he left the water running in the backroom kitchen of a London gallery to protest leakage problems with London's private water company, Thames Water.
