Operated by the Marshals Service, JPATS is one of the largest transporters of prisoners in the world - handling hundreds of requests every day to move prisoners between judicial districts, correctional institutions and foreign countries.
The JPATS supports the federal judiciary by scheduling and transporting prisoners to courts and detention facilities around the country, including sentenced prisoners who are in the custody of the Bureau of Prisons (BOP).
The JPATS scheduling function is located in Kansas City, MO. Air fleet operations are located in Oklahoma City, OK, with hubs in: Alexandria, LA; Mesa, AZ; Anchorage, AK; and the Virgin Islands.

In recent years, JPATS has undergone explosive growth, as federal agencies have recognized the efficiency of moving prisoners by air and as the number of Immigration and Naturalization Service detainees has soared.
Since 1995, when the air operations of the marshals and the INS were consolidated to form JPATS, the number of individuals moved annually by the airline has jumped from 69,852 to roughly 150,000.
The JPATS crew is a varied bunch, both male and female officers -- a small number of prisoners are women -- a few Spanish speakers, a legal affairs officer who carries with him boxes of accompanying paperwork and a nurse, there to certify that none of the prisoners is ill with a communicable disease.

There are approximately 50 daily JPATS domestic and foreign missions utilizing various modes of transportation, which involve almost 1,000 prisoners, inmates and aliens, and hundreds of personnel from various agencies.
In 1997, JPATS aircraft deported 500 aliens and is expected to deport 12,000 this year, and an estimated 20,000 in 2001.
JPATS is a very unique operational entity which deals hourly with various federal, state and local agencies - each having their own specific mission requirements.

JPATS is seeking to maximize the benefits of allowing the prime contractor to operate using commercial practices with its subcontractors and vendors.
The JPATS Request for Proposal (RFP) was delayed twice to incorporate aspects of acquisition reform, specifically reductions in the RFP size, reductions in the number of referenced documents, and reductions in the number of contract data requirements.
Some of the major requirements in the proposal were advanced ejection seats, increased bird-strike protection, electronic flight instrumentation and digital cockpit display, pressurized cockpit, increased oxygen capacity, and cockpits to accommodate a larger range of individuals with different physical (male and female) dimensions.

The Navy is proposing to extend the runway at Navy Outlying Landing Field (NOLF) Brewton, Alabama (Brewton Muni Airport).

The complainant alleged that JPATS’ officials retaliated against him for disclosing to fellow employees, management officials, and contracting officials, his reasonable belief that aircraft maintenance regulations and the JPATS general maintenance manual requirements were being violated.
Shortly after he made these disclosures, JPATS removed the complainant from his supervisory position during his probationary period, thereby lowering his grade level from a GS-13 to a GS-12, and withdrew job duties from him.
Under the settlement agreement, without admitting liability, JPATS agreed to appoint the complainant to a level GS-13 Quality Assurance Specialist position, to restore his Contracting Officer Technical Representative duties, and to pay reasonable attorney fees.
