JPEG 2000 has some design commonalities with the ICER image compression format that is used to send images back from the Mars rovers.
JPEG 2000 is not widely supported in present software due to the perceived danger of software patents on the mathematics of the compression method, this area of mathematics being heavily patented in general.
JPEG 2000 is by itself not license-free, but the contributing companies and organizations agreed that licenses for its first part – the core coding system – can be obtained free of charge from all contributors.

JPEG - Wikipedia, the free encyclopedia
JPEG is used for lossy compression of images, although, variations on the standard baseline JPEG allow for lossless compression.
The JPEG committee has created a wavelet-based standard, JPEG 2000, which is intended to improve upon the original JPEG standard, both on compression ratio and on other features such as scalability and editability.
The JPEG committee has as one of its explicit goals that their standards (in particular their baseline methods) be implementable without payment of license fees, and they have secured appropriate license rights for their upcoming JPEG 2000 standard from over 20 large organizations.

JPEG 2000 is a wavelet-based image compression standard.
JPEG 2000 is not yet widely supported in web browsers, and hence is not generally used on the World Wide Web.
JPEG2000 (as JPEG) applies a form of transform coding to compress images using the wavelet transform (as opposed to JPEG which uses DCT).

 JPEG File Format
The JPEG compression algorithm a lossy method of compression that is most suitable for compressing TrueColor photographs and other continuous tone images.
The JPEG compression algorithm is supported by a number of file formats, including TIFF, but for the purposes of this discussion we need to talk about the JFIF file format.
JPEG 2000, is a enhanced version of the JPEG system, which adds a number of features, including better compression, and an optional lossless compression mode (which doesn't reduce file sizes as much as the lossy mode, but preserves the image exactly).
