The JPEG compression specification was also published by the International Telecommunication Union (ITU) as Recommendation T.81 and is available in PDF.
There is more information about the "lossless and near lossless" JPEG-LS format (and the closely related LOCO-I format) from HP.
JPEG JFIF, which is what people generally mean when they refer to "JPEG", is a file format created by the Independent JPEG Group (IJG) for the transport of single JPEG-compressed images.

Abstract: In this report we apply some of the Golomb-Rice coding techniques that emerged in JPEG-LS, a new standard for lossless image compression, and apply them towards coding DCT coefficients in the lossy JPEG baseline algorithm.
In fact, one significant reduction in complexity provided by the proposed techniques is the complete elimination of the Huffman tables in JPEG baseline which can be a bottleneck in hardware implementations.
We give simulation results, comparing the performance of the proposed technique to JPEG baseline, JPEG baseline with optimal Huffman coding (two pass) and JPEG arithmetic.

Tested over a wide variety of image types, it was shown to be, on the average, within about 4% of the best available lossless image compression at a fraction of the complexity.

 Results
For a predictive encoder, we chose to implement the non-linear predictive encoder that forms part of the JPEG-LS standard.
JPEG encoders normally use Huffman encoding which is slightly less efficient than arithmetic encoding.
We suggest that this improvement could be due to the improved predictor (GAP) or to the fact that the authors used arithmetic encoding to produce their final compressed output.

 Lossless Image Compression with Switched Linear Prediction
While compression ratios of methods which adapt on a block-by-block basis are generally inferior to those on a pixel-by-pixel basis, the results I obtained on nine ISO test images are comparable to the lossless image compression standard JPEG-LS.
This method divides an image into small blocks and chooses the optimal predictor among a set of predictors for each block based on the information obtained from previously processed blocks.
I would like to propose a simple method for lossless image compression.
